They are seeking an experienced Program Manager to support an enterprise modernization initiative with the Internal Revenue Service (IRS), responsible for overseeing program delivery and managing cross-functional teams across complex IT initiatives.

Responsibilities

• Lead and manage large-scale IT programs supporting enterprise modernization initiatives
• Oversee program planning, scheduling, execution, and delivery across multiple workstreams
• Coordinate cross-functional teams including development, data, testing, and infrastructure
• Serve as the primary point of contact for program-level communication and reporting
• Ensure alignment with federal standards, security requirements, and compliance frameworks
• Manage risks, issues, dependencies, and mitigation strategies across the program lifecycle
• Track program performance, milestones, and deliverables to ensure on-time and within-budget execution
• Collaborate with stakeholders to define priorities, scope, and success criteria
• Support Agile and/or hybrid delivery models, facilitating program governance and reporting
• Ensure quality assurance, documentation, and continuous improvement across all activities

Skills

• 15+ years of experience in IT program or project management
• Experience managing large-scale enterprise IT programs
• Strong understanding of software development lifecycle (SDLC) and Agile methodologies
• Excellent leadership, communication, and stakeholder management skills
• Bachelor's degree in computer science, Information Systems, or related field
• Active IRS MBI Clearance (Preferred)
• Experience working in federal or highly regulated environments (preferred)
• PMP (Project Management Professional) certification
• Experience with data modernization, cloud, or enterprise platforms
• Familiarity with DevSecOps, CI/CD, and modern delivery practices
• Prior experience supporting IRS or similar federal agencies (nice to have)
