GIS Coordinator - Local Indianapolis

GIS Coordinator (Public Health) — Remote (Indiana) — 12+ Month Contract — 1099 — $37/hr Location: Remote; candidate must reside in Indiana. In-person interview required. Occasional local travel and attendance at a national conference in San Diego; travel expenses reimbursed. Position overview The GIS Coordinator supports public health surveillance, preparedness, and data products by managing geospatial projects, producing analytical visualizations, and coordinating stakeholder engagement. This contract role combines technical GIS work, data governance, project coordination, and leadership of the Public Health Geographics team under the Office of Data & Analytics. Key responsibilities

  • Lead day-to-day GIS project work for the Public Health Geographics team; coordinate deliverables, deadlines, and communications.
  • Develop, maintain, and document accurate geospatial datasets, workflows, and automated analytical processes.
  • Create maps, dashboards, and data visualizations that communicate epidemiological findings and resource accessibility.
  • Perform geostatistical analyses and generate reports to support communicable disease surveillance, outbreak response, disaster response, and preparedness activities.
  • Design, develop, and maintain web-based GIS applications using configurable services and custom development.
  • Implement data governance best practices for GIS products, including metadata, version control, and access protocols.
  • Use scripting and programming (Python, ArcPy, ArcGIS API for Python) to automate processes, integrate datasets, and perform data transformations.
  • Utilize JavaScript and the ArcGIS JavaScript API for front-end mapping and application enhancements.
  • Query and manage spatial data within Oracle and SQL Server environments; write performant spatial SQL.
  • Engage regularly with stakeholders and partners (state GIO, other agencies, state/local health departments, private sector) to gather requirements and present deliverables.
  • Provide guidance to developers and supervisors on data workflow methodology and technical solutions.
  • Assist with logistical support during departmental activations or emergency responses as needed.
  • Perform other duties as assigned.

Required qualifications

  • Minimum 2 years professional experience with GIS concepts, cartography, and ESRI ArcGIS Desktop.
  • Minimum 2 years experience with ArcGIS Online/ArcGIS SaaS platforms and configurable applications.
  • Minimum 2 years experience scripting in Python, including ArcPy and ArcGIS API for Python.
  • Minimum 2 years experience with JavaScript and the ArcGIS JavaScript API.
  • Minimum 2 years experience working with spatial SQL in Oracle and/or SQL Server.
  • Minimum 2 years experience applying data governance practices to GIS products.
  • Minimum 2 years experience engaging with external stakeholders and cross-functional teams.
  • Minimum 4 years managerial or supervisory experience in a health-related, data/technology, or comparable field.
  • Strong ability to produce cartographic products and data visualizations for technical and nontechnical audiences.
  • Familiarity with geostatistical methods and spatial analysis techniques used in public health surveillance.
  • Effective project management skills: organization, communication, and metric tracking.
  • Must reside in Indiana and be available for an in-person interview and occasional travel (local and national conference).

Preferred qualifications

  • Experience or familiarity with GeoAI techniques and tools.
  • Experience building web GIS applications, dashboards, or API integrations.
  • Prior experience supporting public health surveillance, emergency response, or epidemiology teams.
  • Experience with web automation and data scraping for geospatial datasets.

Contract details

  • Duration: 12+ months.
  • Pay: $37/hour, 1099 (all-inclusive). Candidates should be set up to work as independent contractors.

  • Travel: Occasional local travel and one national conference (San Diego); travel expenses reimbursed with prior approval.
